Infants and Toddlers Program

St. Mary’s County Health Department works with the St. Mary’s County Public Schools System and Department of Social Services to assist families in evaluating and providing services for children who may have developmental delays.  The inter-agency Infants and Toddlers Program is a family centered, community-based system of early intervention services for children from birth to age three with suspected or diagnosed developmental delays and disabilities. While all children grow and develop at their own rate, some infants and toddlers may experience certain delays in their development.  The Infants and Toddlers Program helps address any concerns about possible developmental delays by providing  needed services to match the unique needs of the child and family.

All services are provided at no cost to the family.  Services are provided according to an Individualized Family Service Plan, as determined appropriate by members of an early intervention team. Parents are important members of that team.


Your child and family may be eligible if your child is under three years of age and has one or more of the following:

  • Developmental delay of 25% or more in at least one of these areas:
    • Cognitive development
    • Physical development
    • Speech and language development
    • Social development
    • Self-help skills
  • Diagnosed physical or mental condition that may result in developmental delay (such as a genetic condition, hearing impairment, or visual impairment); OR
  • Demonstrated development or behavior that may be “atypical” for most children of his or her age, even when an actual 25% delay has not been identified.


The first step in determining a child’s eligibility for early intervention services is making a referral to the St. Mary’s County Infants & Toddlers Program.

Referrals can be made by:

  • Parents or other family members
  • Community members such as friends and neighbors
  • Child care or school providers
  • Healthcare providers
  • Public or private agencies
