St. Mary’s County Health Department is the local arm of the Maryland State Department of Health and Mental Hygiene, a cabinet level department responsible directly to the Governor of Maryland. Under the direction of the Health Officer, the health department enforces federal, state and county laws and regulations and provides mandated, delegated and locally-initiated public health services. The health department is supported by an active Board of Health that meets regularly to discuss current public health policy in the county. The St. Mary’s County Board of Commissioners and the Health Officer convene twice during the fiscal year as the St. Mary’s County Board of Health.

The Health Officer also sits in an advisory capacity on local and state councils and committees. The Health Officer oversees three division leaders:

Community Health Services Libby Blair, RN, MS

Services include clinical services, health education, health appraisals and assessments, resource referrals, monitoring the community for disease outbreaks, and emergency preparedness and response. Environmental Health Services Daryl Calvano, RS, BS, Director
Contact: 301-475-4321 The Environmental Health Services division promotes and maintains a safe and healthy environment for county residents. The division is responsible for ensuring the safety of private water and sewerage systems, providing public protection from food borne illnesses, maintaining air quality and recreational sanitation, and providing rabies control. In addition, this division is part of the county’s system for permitting new constructions and renovations, and assists the state in monitoring the application of sludge in our county’s agricultural areas.
